Copper and Gold Downstream Processing at Gresik-JIIPE SEZ Reinforces Industrial Integration as National Downstream Drive Continues

Following the simultaneous groundbreaking of Phase II downstream projects inaugurated by President of the Republic of Indonesia Prabowo Subianto, the development of copper and gold downstream processing continues to be reinforced through an integrated upstream-to-downstream approach.

Among the projects in this series is the downstream development undertaken by MIND ID, located within the Gresik Special Economic Zone (SEZ) — specifically at Java Integrated Industrial and Port Estate (JIIPE) — as part of efforts to strengthen the country's industrial value chain.

This advanced phase marks a continuation of the national downstream programme that was officially launched in February 2026.

The Government has positioned downstream development as a primary strategy for raising the value-added of natural resources, strengthening industrial competitiveness, and driving economic growth and job creation.

In line with this policy direction, the Government is also promoting Special Economic Zones (SEZs) as platforms for value-added industrial development.

Within this context, the Gresik-JIIPE SEZ has emerged as one of the strategic areas underpinning downstream implementation through the development of an integrated industrial ecosystem.

In practice, copper and gold downstream processing in Gresik reflects the formation of an industrial chain that is increasingly connected from upstream to downstream.

The process covers copper processing — yielding primary products as well as derivatives in the form of anode slime, which contains precious metals such as gold and silver. The anode slime then serves as feedstock for domestic precious-metals refining, producing pure gold through in-country refining facilities.

Beyond precious metals, downstream development also extends to copper derivatives such as rods, wires, and various copper-based components that support the manufacturing sector.

MIND ID's Director of Downstream and Mineral Ecosystem Strategy, Tedy Badrujaman, said the downstream development is part of a series of national strategic projects.

"This is the moment to affirm the broader direction of national development — that Indonesia chooses to stand as a sovereign industrial nation," Tedy said.

He added that downstream processing is not focused solely on resource exports, but on creating domestic value-added through integrated processing.

The success of this downstream initiative is determined not only by production facilities, but also by the readiness of infrastructure that supports smooth industrial operations.

The Daendels–Manyar Highway, which connects directly to the main gateway of Gresik SEZ and provides seamless access to the port area integrated with the industrial zone, plays an important role in supporting downstream operations.

This connectivity enables more efficient movement of goods to and from production facilities and shortens distribution lead times.

In parallel, internal logistics infrastructure within the estate is also being developed to ensure unobstructed flow of goods from production areas to the port. One such initiative is the construction of a corridor with a right-of-way (ROW) of up to 80 metres directly linking industrial facilities to JIIPE's deep-sea port over a distance of approximately 5 kilometres, enabling faster and more efficient distribution.

The integration between national road access and internal logistics routes creates a more efficient distribution system, helps lower logistics costs, and supports the sustainable operation of downstream industries.

Infrastructure development within the estate is undertaken by PT Berkah Kawasan Manyar Sejahtera (BKMS) as the Development and Management Entity (BUPP) of Gresik SEZ — part of the effort to integrate industry and logistics within a single ecosystem.

In addition to enhancing industrial value-added, the downstream development also contributes to job creation through industrial activity, logistics, and other supporting sectors, with positive impacts on local and national economic strengthening.

President Director of PT Berkah Kawasan Manyar Sejahtera (BKMS), Bambang Soetiono, said the development of the estate is aligned with the national policy direction of advancing downstream processing and efficiency.

"The estate is being developed in stages, in alignment with the Government's policies on advancing downstream processing and improving logistics efficiency and connectivity," Bambang Soetiono said.

With an industrial chain that is increasingly integrated and supported by adequate infrastructure, copper and gold downstream processing in Gresik is expected to make tangible contributions to the strengthening of the national industry.
